Abstract

L’ordine internazionale creato dopo la seconda guerra mondiale è degenerato in un pericoloso scontro tra grandi potenze. È necessario completare il processo di unificazione europea per difendere la pace. L’Unione Europea si fonda sulla democrazia internazionale, che si esprime nel Parlamento europeo e nelle sue istituzioni. Gli sforzi della diplomazia per la pace sono vani se non sono sostenuti da un potere: l’Unione europea ha una moneta comune, l’euro, ma non una difesa europea. Gli Stati Uniti d’Europa, con un’autonoma difesa, sono indispensabili affinché l’Europea diventi la paladina della democrazia internazionale. Gli Stati Uniti d’Europa sono la premessa per una pacificazione tra grandi e piccole potenze, la costruzione della democrazia internazionale e la civiltà cosmopolitica.

Let’s get started! On 27 November 2025, the kick-off meeting of the ActiValEu project, on the values of young people in Campania, funded by the Campania Region - Directorate-General for Education, Training, Employment, and Youth Policies and the Presidency of the Council of Ministers – Department for Youth Policies and Universal Civil Service, will take place. After greetings from the Rector of the University of Salerno, Prof. Virgilio D’Antonio, and the Director of DiSPS, Prof. Maurizio Merico, the scientific coordinator of the project, Prof. Massimo Pendenza, will illustrate the stages of the project. Speakers will include the managers of the Campania Volunteer Service Centres – CSV (project partners), local associations and UniSa students.

The meeting will take place in the “Gabriele De Rosa” Lecture Hall, Building D2, on the Fisciano Campus (SA), starting at 4 p.m.

ActiValEu (Activating European values. Cultural models and aspirations of young people in Campania) is a project promoted and implemented by the Center for European Studies. Funded by the Campania Region (Directorate-General for Education, Training, Employment, and Youth Policies) and the Presidency of the Council of Ministers (Department for Youth Policies and Universal Civil Service), the project is led by Prof. Massimo Pendenza (Director of CES) and involves a technical-scientific committee composed of national and international scholars.
The project will last 18 months (from September 2025) and is structured as action research, a methodology that combines theory and practice to stimulate youth participation in European cultural integration processes.

The action research is founded on three pillars.

1. The first pillar consists of producing in-depth knowledge of the cultural models prevalent among young people in relation to the regional context of Campania. In particular, the starting point for the research, which will use both quantitative and qualitative methods, is the values expressed in the Charter of Fundamental Rights of the European Union: human dignity, equality, freedom, solidarity, justice, citizenship/democracy/participation.
2. This knowledge will be fundamental in helping to implement ‘mobilisation pathways‘ and ‘socio-educational activities‘ at local level through the involvement of representatives of young people and schools in the area, as advocated by the EU Strategy. This is the second pillar of the action research, which aims to put the knowledge produced through qualitative and quantitative research at the service of those involved in various ways in the implementation of youth policies in Campania.
3. In the spirit of action research, the outcome of this dialogue between academia, youth representatives and institutions will be the development of greater social and institutional reflexivity, which will translate into the formulation of policy proposals addressed to the client of the action research, i.e. the third pillar of the project.

L’impatto della legislazione europea sulle piattaforme digitali tra costituzionalismo digitale e autonomia del sociale

Abstract

L’articolo analizza la regolamentazione europea sulle piattaforme digitali, ricostruendone l’evoluzione da un approccio liberale orientato allo sviluppo del mercato unico a uno di tipo costituzionale volto a estendere i diritti fondamentali dei cittadini europei nella sfera digitale. Muovendo dallo schema teorico di Lawrence Lessig, il paper dimostra come la centralità infrastrutturale delle piattaforme abbia generato una concentrazione di potere che l’UE tenta di limitare tramite strumenti normativi come la Gdpr e il Digital Services Act. Tuttavia, questa legislazione, pur accrescendo la responsabilità delle piattaforme, indebolisce l’autonomia regolatrice degli utenti stessi.

EU Memory Politics: Shifting towards securitisation?

Abstract

This article offers an overview of the evolution of EU memory politics, arguing that recent developments signal a potential shift in the main function of collective memory: from a political resource to promote reconciliation and legitimise integration through shared narratives, to its increasing use as a strategic tool in EU foreign relations and international disputes. To support this interpretative endeavour, the article critically discusses the relevant scholarly literature, i.e. empirical studies on the EU institutions’ memory narratives and policies, and primary sources, i.e. institutional documents (parliamentary resolutions, treaties, declarations and high-level speeches).

L’Europa “stampata”. L’avvio del processo di integrazione europea attraverso gli articoli della Gazzetta del Mezzogiorno 1950-1957

Abstract

The paper analyses the ways in which one of the most important newspapers of Southern Italy, La Gazzetta del Mezzogiorno, narrated, commented and discussed the first steps of European integration, from the Schuman proposal of 9 May 1950 to the signing of the Treaties of Rome in 1957. La Gazzetta represented in those years the main body of formation and orientation for the public opinion in Puglia, a region that would have been strongly affected by the transformation processes generated by the European cooperation. The study – after having described the history and peculiarities of the newspaper – brings out the positions, doubts and hopes expressed by the management and the main editorialists, in a phase in which the outcomes of the community process were not at all obvious, and the readers’ involvement in a journey that did not have to seem top-down appeared fundamental.

The Center for European Studies (www.centrostudieuropei.it), directed by Prof. Massimo Pendenza organizes, in collaboration with the Department of Political and Social Studies (DiSPS), the 11th edition of Europe Day.

This year’s guest is Maria Cristina Marchetti (University of Rome “Sapienza”), who will hold a Lectio Magistralis entitled Identity and values. Is a new cleavage dividing Europe?

Prof. Massimo Pendenza (Director of the Center for European Studies, UniSa) and Prof. Dario Verderame (Center for European Studies, ActEuR JM Module) introduce the meeting.

Institutional greetings from: Prof. Maurizio Merico (Head of the Department of Political and Social Studies) and Giuseppe Lumia (Former Senator and President of the Anti-Mafia Commission).

Before the lesson, a String and Voice Quartet composed by the Masters of the Liceo Musicale Alfano I from Salerno will cheer the audience online by playing the Hymn to Joy. Since 1972, the melody, taken from the Ninth symphony composed in 1823 by Ludwig van Beethoven who put Friedrich von Schiller’s ode to music in 1785, has been used by the EU as its own anthem.

The meeting will take place on May 9, 2025 at “Gabriele De Rosa” Hall, Building D2, University of Salerno, Fisciano (SA).
