<p><span style="font-family: georgia, palatino; font-size: medium;">This year&#8217;s guest is <strong>Giovanni Moro </strong>(University of Rome &#8220;Sapienza&#8221;), who will hold a Lectio Magistralis entitled <strong><span style="color: #ff0000;">European Identity and Citizenship Practices </span></strong></span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">Prof. <strong>Massimo Pendenza</strong> (Director of the Center for European Studies, UniSa) introduces the meeting.</span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">Institutional greetings from: Prof. <strong>Virgilio D&#8217;Antonio</strong> (Chancellor of the University of Salerno), Prof. <strong>Maurizio Merico</strong> (Head of the Department of Political and Social Studies), prof. <strong>Orlando Troisi</strong> (Delegate, UniSa Third Mission), and <strong>Giuseppe Lumia</strong> (Former Senator and President of the Anti-Mafia Commission).</span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">Before the lesson, a String and Voice Quartet composed by the Masters of the <strong>Liceo Musicale Alfano I </strong>from Salerno will cheer the audience online by playing the <em>Hymn to Joy</em>. Since 1972, the melody, taken from the Ninth symphony composed in 1823 by Ludwig van Beethoven who put Friedrich von Schiller&#8217;s ode to music in 1785, has been used by the EU as its own anthem.</span></p>

			<content:encoded><![CDATA[<p><span style="font-family: georgia, palatino; font-size: medium;">On <strong>Tuesday, April 21, 2026</strong>, as part of the activities of the <span style="color: #0000ff;"><strong>Center for European Studies</strong></span> (CES) within the <strong>Department of Political and Social Studies</strong> (DiSPS), a seminar for the <a href="https://www.centrostudieuropei.it/cse/activaleu"><span style="color: #ff0000;"><strong>ActiValEu project </strong></span></a>— <strong>Activating European Values: Cultural Models and Aspirations of Young People in Campania —, </strong> funded by the <strong><span style="color: #0000ff; background-color: #ffffff;">Campania Region</span>, </strong><span style="font-family: georgia, palatino;">will be held <strong>at 11:00</strong> <strong>a.m.</strong> in the “<strong>Biblioteca A. Santucci</strong>” hall on the Fisciano campus. During the seminar, the findings from <strong>qualitative interviews</strong> conducted with young people from every province in Campania — stratified by age, gender, and occupation — will be presented and discussed with the presidents of the <strong>CSV organizations</strong> in Campania and Technical-Scientific Committee members.</span></span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">The meeting — promoted in collaboration with the CSV organizations of Campania — will feature the scientific director of the research, Prof. <strong>Massimo Pendenza</strong> (Director of the Center for European Studies), the researchers involved in the project <strong>Luigi Cannella</strong>, <strong>Nadia Crescenzo</strong>, <strong>Marco Di Gregorio</strong>, and <strong>Matteo Finco</strong>; members of the working group and the Technical-Scientific Committee; and the presidents of the provincial CSVs of Campania: <strong>Agostino Braca</strong> (Sodalis CSV Salerno), <strong>Umberto Cristadoro</strong> (CSV Napoli), <strong>Raffaele Amore</strong> (Cesvolab CSV Avellino Benevento), and <strong>Antonio Zacchia</strong> (Asso.Vo.Ce CSV Caserta).</span></p>

<p><span style="font-family: georgia, palatino; font-size: medium;">L’ordine internazionale creato dopo la seconda guerra mondiale è degenerato in un pericoloso scontro tra grandi potenze. È necessario completare il processo di unificazione europea per difendere la pace. L’Unione Europea si fonda sulla democrazia internazionale, che si esprime nel Parlamento europeo e nelle sue istituzioni. Gli sforzi della diplomazia per la pace sono vani se non sono sostenuti da un potere: l’Unione europea ha una moneta comune, l’euro, ma non una difesa europea. Gli Stati Uniti d’Europa, con un’autonoma difesa, sono indispensabili affinché l’Europea diventi la paladina della democrazia internazionale. Gli Stati Uniti d’Europa sono la premessa per una pacificazione tra grandi e piccole potenze, la costruzione della democrazia internazionale e la civiltà cosmopolitica. </span></p>

After greetings from the Rector of the University of Salerno, Prof. </span><strong style="font-family: georgia, palatino; font-size: medium;">Virgilio D&#8217;Antonio</strong><span style="font-family: georgia, palatino; font-size: medium;">, and the Director of DiSPS, Prof. </span><strong style="font-family: georgia, palatino; font-size: medium;">Maurizio Merico</strong><span style="font-family: georgia, palatino; font-size: medium;">, the scientific coordinator of the project, Prof. </span><strong style="font-family: georgia, palatino; font-size: medium;">Massimo Pendenza</strong><span style="font-family: georgia, palatino; font-size: medium;">, will illustrate the stages of the project. <p><span style="font-family: georgia, palatino; font-size: medium;"><a href="https://www.centrostudieuropei.it/cse/activaleu"><strong>ActiValEu</strong></a> (<em>Activating European values. Cultural models and aspirations of young people in Campania</em>) is a project promoted and implemented by the <strong>Center for European Studies</strong>. Funded by the <strong>Campania Region</strong> (Directorate-General for Education, Training, Employment, and Youth Policies) and the<strong> Presidency of the Council of Ministers </strong>(Department for Youth Policies and Universal Civil Service), the project is led by Prof. <strong>Massimo Pendenza</strong> (Director of CES) and involves a technical-scientific committee composed of national and international scholars.</span><br />
<span style="font-family: georgia, palatino; font-size: medium;">The project will last 18 months (from September 2025) and is structured as<strong> action research</strong>, a methodology that combines theory and practice to stimulate <strong>youth participation</strong> in European cultural integration processes.</span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">The action research is founded on <strong>three pillars</strong>.</span></p>
<ol>
<li><span style="font-family: georgia, palatino; font-size: medium;">The <strong>first pillar</strong> consists of producing in-depth knowledge of the <strong>cultural models</strong> prevalent among young people in relation to the regional context of Campania. In particular, the starting point for the research, which will use both quantitative and qualitative methods, is the values expressed in the <strong>Charter of Fundamental Rights of the European Union</strong>: human dignity, equality, freedom, solidarity, justice, citizenship/democracy/participation.</span></li>
<li><span style="font-family: georgia, palatino; font-size: medium;">This knowledge will be fundamental in helping to implement &#8216;<strong>mobilisation pathways</strong>&#8216; and &#8216;<strong>socio-educational activities</strong>&#8216; at local level through the involvement of representatives of young people and schools in the area, as advocated by the EU Strategy. This is the <strong>second pillar</strong> of the action research, which aims to put the knowledge produced through qualitative and quantitative research at the service of those involved in various ways in the implementation of youth policies in Campania.</span></li>
<li><span style="font-family: georgia, palatino; font-size: medium;">In the spirit of action research, the outcome of this dialogue between academia, youth representatives and institutions will be the development of greater social and institutional reflexivity, which will translate into the formulation of <strong>policy proposals</strong> addressed to the client of the action research, i.e. the <strong>third pillar</strong> of the project.</span></li>

<span style="font-family: georgia, palatino; font-size: medium;">The meeting, promoted in collaboration with the <strong>European Federalism Networks</strong> and third sector entities, will feature institutional greetings from the Rector of the University of Salerno, Prof. <strong>Virgilio D&#8217;Antonio</strong>, and the Director of the Department, Prof. <strong>Maurizio Merico</strong>, followed by presentations by Prof. <strong>Guido Montani</strong> (University of Pavia), <strong>Francesco Clementi</strong> (Sapienza University of Rome), and <strong>Francesco Callegaro</strong> (Universidad Nacional de San Martin, Buenos Aires), followed by speeches by <strong>Francesca Romana D&#8217;Antuono</strong> (Co-President of Volt Europa) and <strong>Mauro Casarotto</strong> (Secretary General of FAEF). </span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">The event will be coordinated by Prof. <strong>Massimo Pendenza</strong> (Director of the Center for European Studies). Senator <strong>Giuseppe Lumia</strong> will conclude the proceedings.</span></p>

<p><span style="font-family: georgia, palatino; font-size: medium;">L’articolo analizza la regolamentazione europea sulle piattaforme digitali, ricostruendone l&#8217;evoluzione da un approccio liberale orientato allo sviluppo del mercato unico a uno di tipo costituzionale volto a estendere i diritti fondamentali dei cittadini europei nella sfera digitale. Muovendo dallo schema teorico di Lawrence Lessig, il paper dimostra come la centralità infrastrutturale delle piattaforme abbia generato una concentrazione di potere che l’UE tenta di limitare tramite strumenti normativi come la Gdpr e il Digital Services Act. Tuttavia, questa legislazione, pur accrescendo la responsabilità delle piattaforme, indebolisce l’autonomia regolatrice degli utenti stessi.</span></p>

<p><span style="font-family: georgia, palatino; font-size: medium;"><strong>Abstract</strong></span></p>
<p><span style="font-family: georgia, palatino; font-size: medium;">This article offers an overview of the evolution of EU memory politics, arguing that recent developments signal a potential shift in the main function of collective memory: from a political resource to promote reconciliation and legitimise integration through shared narratives, to its increasing use as a strategic tool in EU foreign relations and international disputes. To support this interpretative endeavour, the article critically discusses the relevant scholarly literature, i.e. empirical studies on the EU institutions’ memory narratives and policies, and primary sources, i.e. institutional documents (parliamentary resolutions, treaties, declarations and high-level speeches).</span></p>
